We are seeking a highly skilled and experienced Chief Financial Officer (CFO) to join our client’s team. The Chief Financial Officer is responsible for the planning, implementation, managing, organizing, and running of all the financial activities of the organization including budget management, cost benefit analysis, business and financial planning, negotiations, forecasting needs, securing of new funding, and oversees all the financial reporting for the organization. The Chief Financial Officer supervises the Finance division. The Chief Financial Officer reports directly to the Chief Executive Officer and supports the Board of Directors through various assignments. This position assists with all strategic initiatives as they relate to budget management, cost benefit analysis, forecasting needs, and new and current funding.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

· Responsible for managing and coordinating all fiscal budgets and grant funds for the organization, including revenue and expense, balance sheet reports, reports to funding agencies, development monitoring of organization, and contract and grant budgets.

· Responsible for overseeing the third-party billing to insurance companies for the clinic services, negotiating third-party contracts for clinic services, and works with other administrative staff to ensure provider productivity and sustainable revenue generation.

· Responsible for submitting the preparation and annual documentation for the accompany reports: Medicare Cost Report, AHCCCS Reconciliation Report, Indirect Cost Report, and Uniform Data Report.

· Supervises the Controller and the Billing Program Manager, including training and performance evaluation.

· Works closely with the Chief Executive Officer on the strategic vision including fostering and cultivating stake holders’ relationships on city, state, and national levels, as well as assisting in the development and negotiation of contracts.

· Participate in developing new business to identify new funding opportunities, prepare programmatic budgets, and determine cost effectiveness of prospective service delivery.

· Provides the Chief Executive Officer with an operating budget, ensures programmatic success through cost analysis support, and compliance with all contractual and programmatic requirements.

· Ensure all purchasing and payroll activity for staff and participants adhere to local, state, and federal guidelines and company policies.

· Develop and maintain systems of internal controls to safeguard financial assets of the organization and oversee federal awards and programs.

· Oversee the coordination and activities of independent auditors ensuring all A-133 audit issues are resolved, all 403(b) compliance issues are met, and the preparation of the annual financial statements in accordance with U.S. GAAP and federal, state, and other required supplementary schedules and information.

· Oversee banking activities of the organization and ensures adequate cash flow to meet the organization’s needs.

· Oversee administration and financial reporting of the organization’s Savings and Retirement Plan.

· Oversee and facilitate the production of monthly reports including reconciliations with funders and pension plan requirements, as well as financial management, Audit/Finance Committee, Board of Directors reports, and other reports as requested.

· Oversee the functions of Payroll, Accounts Payable, and Accounts Receivable; ensure a disaster recovery plan is in place.

· Oversee the inventory management of all fixed assets, including assets purchased with government funds (computers, etc.), assuring all are in accordance with federal regulations.

· Plan, organize, and oversee the accounting system, including the chart of accounts codes, program codes, general ledger, various journals, and subsidiary ledgers as needed.

· Develops business plans and operationalizes efficient mechanisms for insurance billings at the primary health care center and for Behavioral Health.

· Previews the general ledger (and all subsidiary ledgers) for accuracy prior to the preparation of monthly reports. Prepares summarized monthly financial reports for all programs.

· Reviews all program accounting activity for accuracy, allow ability and appropriate classification of transactions. Prepares funding agency reports based on the general ledger as required by each funding agency and programs, and provides documentation as required.

· Responsible for coordinating the annual financial audit. Prepares worksheets and other documentation required by the auditors. Make available to the auditors all accounting data relating to transactions selected for audit. Assist in other financial reviews by funding agencies as needed.

· Prepare program budgets, review budget proposals, and prepare required supporting documentation. Review program reports and advise program administrators of needed modifications. Prepare budget modifications for funding agency approval as needed.

· Attends all Board and Management meetings.

· Participates in the Quality Improvement Program through incident reporting and identifying opportunities for improvement.

· Performs other duties as assigned.

MINIMUM REQUIREMENTS:

  • Bachelor’s degree in accounting, finance, or a closely related field
  • Five (5) or more years of previous progressively reasonable practical experience in financial accounting, planning of a medium sized organization, preferably a nonprofit or governmental organization, and/or an equivalent combination of education and experience sufficient to successfully perform the essential duties on this job.
  • Preferred: Master’s degree.
  • Must be current with required immunization per company HR Policies and Procedures and Infection Control Policy.

CERTIFICATIONS, LICENSES, & REGISTRATIONS:

  • Level I Fingerprint Clearance Card (FCC)
  • BLS Certification and HIPAA Certification
  • Possess a valid state Driver’s License
  • Must pass a criminal background check in accordance with company policy

KNOWLEDGE, SKILL, & ABILITY REQUIREMENTS:

· Knowledge of U.S. Generally Acceptable Accounting Principles (GAAP) controls and practices.

· Knowledge of third-party billing to insurance companies for clinical services.

· Knowledge of automated accounting systems, software, and their application to accounting functions.

· Knowledge of financial and grant accounting and reporting practices and procedures.

· Skill in communications, interpersonal skills as applied to interaction with coworkers, supervisor, and staff sufficient to exchange or convey information.

· Skill in financial analyses and projections.

· Skill in mathematical computations.

· Skill in accounting practices, procedures, and methods.

· Ability to supervise and work with other departments.

· Supervise and participate in the establishment of department and company goals, objectives, and methods for evaluating achievements and performance levels.

· Implement, interpret, and apply applicable policies, procedures, laws, codes, and regulations.

· Accurately analyze, interpret, and evaluate complex administrative and technical issues, data, and make appropriate recommendations for action.

· Make oral presentations to clearly convey information and concepts.

· Work independently, as part of a team, and ensure work practices.

Job Type: Full-time

Pay: $110,000.00 – $115,000.00 per year
